Dean Billings is a dedicated community volunteer and experienced project management professional. With deep roots in Richmond, Dean has spent years supporting local families through education advocacy, parent leadership, and sports.

Dean serves as Secretary of the Richmond District Parents Association (District PAC), where he works to support parent voices at the district level. In this role, he helps ensure transparency, accountability, and strong communication between parents, schools, and the district. His commitment to community service reflects his belief that every student deserves a safe, supportive, and high-quality education.

As a coach and board member with the Richmond Lacrosse Association, Dean has helped mentor youth, strengthen community spirit, and promote teamwork and inclusion through sport. His leadership has focused on building positive environments for young athletes and fostering collaboration among parents, players, and volunteers.

Professionally, Dean is a software project manager and consultant, bringing over 16 years of experience in project and program management, business analysis, and digital transformation. He has successfully led complex initiatives in various areas in the public sector —including government, healthcare, and utilities—focusing on improving systems, accountability, and outcomes.

Dean’s blend of professional expertise and volunteer experience gives him a practical understanding of governance, teamwork, and results-oriented leadership. As School Board Trustee, he aims to strengthen parent engagement, support classroom excellence, and ensure that decisions are made with transparency and integrity for the benefit of all students.
